Speaking as someone who has had a GM call for a willpower test to hear the doorbell ringing.. XD
People have very different standards as to "When does it matter?"
Combat? Typically....but if you do something like single handedly assault a Lion castle, do we really need to roll dice to see how many pieces your body is cut into? Some would say yes, because hey, what if they roll unbelievably well, and the enemy rolls unbelievably poorly, wouldn't that make an epic story of single handedly taking a castle?
Conversation? Well, if I don't actually have to know how to swing a sword in combat, why don't I have an option to roll how well to see how I do? Conversely, why should I have to roll if my character should absolutely nail the basics?
The dice are meant to be a tool that serves the story, the story shouldn't serve the dice. They're a spice: some people prefer loads and loads of spice, some order plain.
At the end of the day, we all get together and take part in an incredibly elaborate game of "Let's Pretend" and all we can hope for is that everyone plays nice
