Inoshishi trained in Otosan Uchi under the notorious Kitsuki Shomon (who inadvertently helped the Pure Lands heresy), so if Mitsu kept an eye on that weirdly egalitarian dojo, they certainly could have met!

Both would be fun! Having a reason to seek people out is always a good way to fill a vacant slot, so that seems alright to me! Also fun to meet people you've met before.
Also, Ikoma Bards love Inoshishi because she drunk one of their own under the table. Plus it's rare to meet a semi-kindred spirit in other clans, and as a Chronicler, she's certainly a kindred spirit.

And despite having been all business at the time (I see him as checking in on others who got injured, rather than having endured anything serious in his own right), I think it safe to say that he will regard anyone who causes you trouble as a prime candidate for a little Quality Time.
