Raizo sidestepped the downstroke, fending with the haft of his weapon- and stepping toward Nesshin, getting in under the blow to rob it of leverage.
His weapon skills were merely passable, but someone had put a lot of time into teaching him tactics.

The leverage from the overhead blow may have been blunted, sure, but Raizo stepping in allows Nesshin to pull back sharply on his own weapon, closing distance and, in effect, seeking to hip-check the Phoenix.
