"Indeed, as often, the issue is money. Building and maintaining roads cost money, and the better they are, the more expensive too. Not something most local governors can afford but for the most important ones, at least not without sacrificing something else.

A lot of places don't even have roads worth mentioning, just pathways only a person on foot or a surefooted mount can take.

One common point between Rokugan, the Burning Sands, the Kingdoms... is that there just so big you know? Outside the cities and the big roads, you very quickly find yourself in a wilderness that's hostile to technology, even if that technology is something as simple as the wheel."

Mitsuki raised an eyebrow:

"I'm not sure why you would think you're dumb. Less experienced and knowledgeable on some subjects, maybe. Who isn't? We all have our strengths and flaws.

But your brain seems as quick on the draw as anyone's. Quicker sometimes."

They listened and nodded, taking it in. "Huh. Seems odd. With all the money they collect in taxes, you'd think they could at least keep the roads decent, especially since they probably are the livelihood of the cities and such. When they break down, you get less trade or whatever." They thought this was common sense, but also knew that they were probably speaking out of their ass.

"The wilderness doesn't sound too fun though. I'll stick to mystical forests and such for now." They nodded.

And then they waved off the compliments. "Nah. Not really. I understand stuff halfway and then go off of that. After that, going egg of only half, it makes myself look like an ass at the best of times. At the worst of times... well. Yeah."

"You will need to ask someone more versed in the art of administration to get the details. I know firsthand, as someone who sometimes has to take care of the logistics, that even a small troop costs a fortune. One rider equipment alone, blades, armor, saddle, bow... is worth more than one hundred koku. There might be other obligations that are also very quickly expensive."

She shrugged:

"My own way of separating people between dumb and not dumb is quite simple. Did you ever put people in mortal danger as a direct result of your actions?"

"Well, we are expensive, but getting to win wars is certainly nice. Or having good courtiers and stuff, but yeah.. that is a lot to maintain, too. But, it's usually just a one time cost for all of that, usually. Repair costs for the armor and all, but once it's in the family, it usually stays there unless stolen on the battlefield. I guess maintaining roads would be a long-time cost because of repairs, but no clue." They shrugged, still very much speaking from their ass.

"I haven't, no. At least not that I know of. I might've. Maybe someone took my advice on a reading wrong and jumped off a cliff or something. I'd never know. Well... I mean, I could know... but I'm not going to try and divine that."
